People who fled unrest in Tunisia come to the island of Lampedusa to the South of the ItalyWhen the France temporarily blocked trains of Italy led to French coastal destinations over the weekend, the move marked a dramatic escalation in seed of the two countries on how to manage the migrants fleeing unrest in North Africa - and the legal issues raised on fundamental agreements long travel adopted several European Union Member States. But clashes on trains carrying Tunisian passengers from the Italy in France - and the e.u. beyond points - are still more important in reflecting a deep and hardening of feelings anti-immigration Europe - which is now operated by the conservatives who once avoided the stigma of immigrants as the toxic reserve of the extreme right xenophobic.
The line of Franco-italien simmering porridge in the morning of April 17, when the French authorities prohibited the border town of Ventimiglia Italy trains to go to the Chin, France. The reason: a group of some 300 French demonstrators was on what they have dubbed the "train of human dignity" carrying about 60 Tunisian who hold temporary residence granted by the Italy documents. The demonstrators tried to denounce the contention of the France that these visas issued by the Italian grant rights of automatic travel to other nations in the Schengen open-border area. Instead, Paris argues that the holders of these temporary documents - issued after Tunisians illegally entered Italy to flee turmoil at home - must also carry passports and proof of financial support to qualify for unrestricted travel under the terms of the Schengen Convention. French authorities also justified blocking the train on the ground that on board the demonstrators had not obtained demonstration allows in France. Before France has lifted its blockade of the Italian trains late Sunday afternoon, Italy had filed a formal protest, calling the decision "illegitimate and a flagrant violation of the principles of Europe" on the free movement of persons and goods. Monday, the e.u. argued France's decision to temporarily halt trains for "reasons of public order". The Italy see troubling Immigration Deal.
But the rift extends far beyond the voyagers attacked onto the"dignity". These Tunisian travellers were among between 20 000 and 26 000 migrants who have fled the post-revolutionary disorders of the Tunisia in recent weeks and has made the perilous boat trip to small Mediterranean Italy of the island of Lampedusa. Rome sought to relieve the overload of refugees - and the humanitarian crisis, they could face - Lampedusa by giving most of these Italian residence of three months of migrant visas.
But the French authorities say that pragmatism of Rome mask desire to Italy to unload his problem of the refugees on the other Schengen States members in which most of these Tunisian visa holders would probably end up. Not a coincidence, France - former leader of the Tunisia - colonial is the most likely destination for Tunisian recently arrived. Italy denies the allegations that it seeks to change the problem to its neighbors. But it also insists that its position as the country which many North Africans seek to penetrate the means in Europe wider than the management of the wave of migration created by the Arabs in the spring is as much EU responsibility as the Italy. (See "hundreds more die at sea fleeing in North Africa for Europe".)
These contradictory positions arise of what are in fact concerns of the common public concerning immigration in Europe. In fact, that the Government of Silvio Berlusconi has been among the first to adopt an uncompromising controversy on the issue, spread of anti-immigrant feelings motivated conservatives in other countries of the European Union to adopt similar stands. This is particularly true in France, where French President Nicolas Sarkozy and his Government have been accused of stigmatizing minorities, Muslims and foreigners anti-immigration strategy to repel the extreme-right National Front Party anxieties. These days, the French Interior Minister Claude Gu'ant has exceeded the usual pledges to battle illegal immigration by promising to also reduce the number of legal immigrants allowed to the France. The proposal sparked protests from leftists and conservatives alike, with two groups saying what immigration scapegoat for electoral purposes to the extremist real benefits in the National Front. Meanwhile, colleagues in the cabinet to Gu' earlier have intensified to denounce its recent commitment as harmful to the French economy which relies on legal immigration to stimulate the declining reserves of work.
"[Gu'ant] is making statements very cynical, manipulative and taking positions controversial for political reasons that only complicate the work of those who attempt to address the real concerns and requests of the French people,", says an adviser to a member of the French cabinet. "Its position on the Italy and on legal immigration are purely political and are part of a dangerous game, it plays". (See photographs of the refugees overwhelming the Lampedusa Italy).
But one also played elsewhere in the e.u. earlier this month, Prime Minister David Cameron have also committed to reduce legal immigration, and indicated newcomers, should be more difficult to integrate than their predecessors, UK. Proclaimed that the comments of Cameron were a blink of eye to the growing influence of the British nationalist party, a movement akin to defensive bow of Nicolas Sarkozy on his far right and Berlusconi long partnership with rising could Fascist forces. Similar temptations are also at work in Belgium, Sweden, Hungary and the Netherlands, where xenophobic parties made significant gains in recent elections. Those who were capped by the Finland nationalist, anti-immigration, EU-fuels true Finns party winning a whopping 19% of the seats in Parliament Sunday.
These victories are signs that the flames of xenophobia are indeed incandescent throughout Europe. But cynics efforts by mainstream conservatives to stir up a bid for the voice could soon find the blaze raging out of control.
